The New Jersey UST Fund provides grants for the removal of leaking underground storage tanks from residential properties. The grants are not currently available to commercial applicants or in situations where the tank is not leaking.

New Jersey is committed to funding the program every year, but the application process can be slow. It's important that you apply for a grant as soon as possible. Outline of the NJ UST Fund Application Process

  1. Upon receipt, the NJDEP (New Jersey Department of Environmental Protection) will date-stamp your application.
  2. Contingent on their workload, the NJDEP may also complete a cursory review of the application to see if it is completed. The formal review may be delayed up to two years for applications that are deficient, so it's essential that you submit a complete, correct application.
  3. If your application receives a cursory review and is found to be missing something (an insurance denial letter, for example), you will be informed that you need to correct the application. This is where Anco shines — we won’t let you send an application that is deficient! We have done so many that we know where mistakes are commonly made, and we avoid them.
  4. Once your application is submitted, it will be stored in a numbered file box. When they process that box, you will be notified.
  5. Once you have been notified, the full NJDEP review begins, including contacting you to see if anything has changed since your application was originally submitted. If you have completed the remediation, the NJDEP will look for bills to evaluate. In this scenario, they review charges for usual and customary fees and will approve or deny them. Ultimately, you will be contacted when they approve a sum of money for which you will be reimbursed. Since you are applying for a grant, it is more common that no work has been completed. The NJDEP will confirm that nothing has changed, and your application will move ahead for financial review with the NJEDA (New Jersey Economic Development Authority).
  6. The NJEDA has the final say on approving your grant application. Their approval is based on your finances. They will send you forms asking you to list your finances, including supplying three years' worth of tax returns. You will pay a nonrefundable review fee of $250.00. The three (3) criteria used to determine if you are eligible are as follows:
    1. Applicant must own property at the time of removal of leaking tank
    2. Applicant must have net worth of less than $500,000.00, excluding any retirement accounts and value of home
    3. Applicant must have taxable income of less than $250,000.00
  7. Once the EDA has your financial disclosure statement and your review fee, they will vote on approval. The vote takes place once a month. If approved, you will receive a letter with an agreement that you will sign and return. You will then receive a very short letter saying you have been approved. You have probably already spent money to locate and test the tank, so the NJEDA will tell you that a check is coming your way for reimbursement.
  8. The remaining grant monies will be held until further work is done and the bills are submitted to the NJDEP. The NJDEP will review them and forward them to the EDA for check disbursement.
